Buttons and dropdown - Smart UI Components

I need to create some buttons and some dorpdown buttons :
- buttons and dropdown buttons should appears as similar as possible (apart for the arrow)
- they should have only icons and not text
- they shoud have the tooltip
- dropdown expansion should contains only iconic buttons
- icons should not be defined in css
Could You suggest a way to organize such button set ?

Here, you will find how to add tooltips to the buttons: https://www.htmlelements.com/demos/tooltip/overview/ and of course our dropdown button – https://www.htmlelements.com/demos/dropdownbutton/overview/ for displaying any type of content in the dropdown.
